The job of shovelling things is a metaphor for life, it's tough. The hot sun beating down on him symbolises life's struggles. He looks into the sun and notices the woman. She is the drugs, and the easy path. She is pretty and beckons him with promises. But we can see that she looks fake, as such, so too are the drugs. Then, he ascends the stairway to heaven as you say :D

He stops halfway up, the drugs are taking effect, he hesitates, but is already addicted and continues. etc. :)
