I have since seen the UK & NZ gov'ts calling for tenders for payroll schemes
which give provisions in promoting charitable giving.
These contracts are awarded to the IRD from the Ministry of Social Development.
The words speak for themselves. Ministry of SOCIAL DEVELOPMENT.

The way you define the big picture is tremendous, I salute you.
Charitable foundations are all about promoting and assisting the cause. And there is huge money to be made in promoting both the agenda of and commodity sales of, said corporations that the foundations are supporting.
Here is a classic example from the Caring to Change website.
"Grantmaking to benefit both core mission and the broader Common Good will increase the return on foundation investments."
