It makes perfect sense. While it won't protect you if you are caught in the fireball (you're vaporized), they knew this, it will protect you from flying glass and other debris. When this was made, the USSR didn't have missiles, just 120 nuclear bombers that would probably be shot down. Those that weren't would do significant damage, but it wouldn't be an "end of civilization" situation.
Nowadays, of course, it would be...so I have to wonder what the hell MewHam is talking about.

I can't believe that is what they did to protect themselves from a possible nuclear attack back then. Thank god it didn't really happen all we would all not be here today.

I haven't seen this since my earlier years (60's). I can't remember if it was shown with ironic or serious intent. Hope it was the former.
