Obama's announcement that 100 troops are being sent to south-central Africa, is a ploy. The Occupy protesters will demand the troops not be sent, and the White House will pretend to give in.
The reason is to create the impression that this White House will listen to the Occupy movement and to add momentum to the protesters.

to the part of killing american citizens you might want to add that they were terrorists who were actively plotting against the USA
for the wars in Iraq and Afghanistan when bush sent us in there we went there as both of those countries had very little infrastructure so if we leave without building up there infrastructure then they would just fall right back into the same hole that they were in. so it is going to take some time to leave those countries.
