Shatner's books, like all trek books, have been stated throughout the franchise as being non canon. Whereas George Lucas allows freelance writers to add to his universe, trek novels have always been and continue to be separate from the series/films and events in them have no bearing on the "real" trek universe.
Actually I'd say the idea of V'ger being the origin of the borg makes a lot of sense as the disappearance at the end of TMP could easily have been it's first transwarp jump

Vger didn't create the Borg. The Borg are the living machines that repaired vger. It mentions in " the return" by shatner that vger was a branch of the collective that used pure energy to assimilate instead of nanites.

Yeah I gotta agree, I just don't get it, how is it music when all you can understand from the vocalist, is "raaaahhhhh, rahhhhhhh,, rahhhhhh,,, growwwwwlll, rahhhh, raaaaaahhhhhh rahhhhhh". ?

you wouldn't want to be the other side as v'ger in the past was powerful enough to wipe out anything in its path. v'ger story line has alot of room in it. if JJ abrams does a v'ger reboot i hope he doesnt do anything stupid. when v'ger returns later with much better technology it would be insane. You could run an entire series on studying the inside of v'ger every planet it visited galaxies. v'ger should be its own series that would be interesting.

so what shatner said doesn't refute what the borg queen herself said. also you see later on with ships from the future using technology that v'ger has but in a limited amount the borg also have v'gers tech to a point before v'ger leaving. using v'ger tech later on the borg are gone completely. since future federation vessals have v'ger tech in them it is safe to say v'ger returns sometime before the 29th century since those ships have v'gers technology. if v'ger ever came to the federations aid

do understand Shatner is apart of start trek and had helped out on the design of things. see you can have a race that may be both a race can start out as biological and become total cybernetic. so what shatner said about borg origins can be taken as cannon. and also in the movie v'ger left the galaxy completely as well so the borg have the same basic tech as v'ger but went a diffrent route. the borg are the opposite of v'ger and also v'ger left again.

@Denji2006 I had that in mind that the Borg came from an alternate Earth. Humans don't necessarily have to be from Earth, but in lieu to the Vejur Experience, a parrallel Earth merged with It. In an early draft, the machine race known as the Wan repaired VOYAGER 6. Brian Gibson and H.R. Giger meshed into one.

Origin of the Borg eh? My guess would be 100,000 years before the dawn of humanity lived a civilization with superior advanced technology that was "self aware" in it's programming. The people died off from some incurable disease and this self aware technology saw this and thought to rid themselves of such an inferiority. Once the citizens died off, all that was left was the technology to eventually grow and take shape. Consuming everything in sight in the vision of "perfection"..
My two cents :p
Sorry, the music is just stupid and doesn't fit Star Trek in any way.
