It was really Clocktoberfest. The name is a play-on-words with "Octoberfest", but the Yurt and other activites were centred around a place that we call Clock Park.
On another note, the race in this episode was called the Blummer Race, it has the same "lum" sound as Plumber. It is a very long standing tradition during homecoming weekend and prizes are given out for best dressed team and most creative baton.

I believe it's "Clocktoberfest" because the festival was held at the town clock.
