Riiiiiiiiiiiiiiight. Even if something like this passed (and it never would), the politicians would reinstate the payroll tax at the first opportunity and then we'd be stuck with all of his crazy pollution taxes AND the payroll tax.

If the objective of the pollution taxes is to cut down on the consumption of pollutants, what happens if it works and the tax revenue drops? Where is the gov't going to get the money to make up for the lost revenue?
