2. You are just GR3, that's why you don't have many quests to buy. You have to lvl up your LVL and GR :) Best Served Cold quest is the fastest way to lvl up your GR.
1. Same as above. You are low lvl so you don't get much points for doing quests. Lvl up and youll get more :)

1. How can I get easily Dhalia points[D] because my quest gives me only 1D
2. How to unlock new quest because I'm lvl 12 and GR3 and I can only buy 3 quests no more ;/
