@iNikkehx333 I should delete this XD haha so crappy banner I've done a lot improvement currently. The answer to your question is I use brushes or make my own.  Just using the circle shape you can make your own brushes. just download the brushes at the internet or google.

i dont get how ur gaussian blur makes it look that way

it seems as if it gave it some cotnrast, and when I do it, it blurs (duh)

any answer to that?

@TheSomethingify hmmm.... its by Kotoko i forgot the name I have to look it up but check at gendou.com and type in Kotoko as artist and the anime name should be Shakugan no Shana I believe
