the notorious one-liner "come up and see me some time" is merely a cloak for the secret passions between the lovers. He is secretly "the Hawk", a police mole trying to catch a notorious crime ring in the Saloon Speakeasy in the Bowry. She is a black hearted madame, hoping to seduce him with her wanton abandon. It clearly works better than she thinks, since just as he arrests her other boyfreinds, in the final scene, he insists that she marry him and remain his prisoner forever.
