It is Dutch (I'm a Dutch/English translator and lived there for many years). Although I left ten years ago and things might have changed, I understood that Flemish is a dialect or the name given to Dutch-speaking Belgians, not a language in itself, the official languages of Belgium being Dutch and French.
I don't mean to dis Belgians here: on Tien Voor Taal (tricky language quiz show) they always did better than the Dutch. I miss Robert Long!

Yes, this was following on from the same character on film - can't remember exactly what - and so this 'hello' was like a continuation of that. That's why it got a laugh.
