13/7 Mumbai attack: Intelligence failure or Policy failure?

Home Minister P Chidambaram has said there was no intelligence failure on the Mumbai attacks, a statement that was slammed by the opposition. HM said Mumbai attack cannot be described as an intelligence failure because for 31 months, since 26/11 was unleashed upon Mumbai, the police and the government had managed to keep the city safe till last evening.
