There's something about the speech pattern of this guy and the rhythm and vibe of the first couple minutes of this video "FIVE.. FIVE!! ... FIVE COPS!!" that vaguely reminds me of the track "America Is Waiting" by Brian Eno and David Byrne from the album "My Life In The Bush of Ghosts". (that's a compliment, by the way!" great stuff. Anyone know who the miscreant preacher boy in this video might be??
