You can use this custom template at any wordpress pages even homepage of the blog. After the design template uploaded in theme folder you can just choose the name of the template in wordpress page editor attribute section.
This will also deals about creating custom page template and a method of adding style code( ie. css) in the custom template file itself and how to write css code as a separate file. and how to link the css file in custom page template.
This template mainly used to design sales page and lead page templates in wordpress blog it self. with help of wordpress codex function we can get all the parts of wordpress in custom page template. so if we have clear idea about using wordpress codex functions in tempalate file then the custom page template design will be much easiar than normal page design.

Anyways with thesis I think you're not supposed to do it this way anyway... You're supposed to the thesis_hook_custom_template() and use a php function...

Yeah I suppose technically this is a page template but not really because you can only edit it by editing the php file; you haven't added any of the functionality like being able to add content from the tinymce editor...
