Geeze. People still don't understand what an upper stage rocket contrail looks like despite the countless youtube videos showing it. The exhaust plume widens greatly at higher altitudes. Also the exhaust velocity for a hydrolox engine is around 450m/s so the plume widens very quickly and can cover hundreds of square miles. Also since it is high up it is still "daylight" at that altitude so it appears fluorescent because of light being scattered by the water vapor exhaust.

But you're right, I've seen many over here in the sense you're referring to. Then they turned out to be Chinese lanterns. And ceased to be UFOs. Yet another mystery solved:-(
