It's the other way around, "high bass and low counter". That's what Dwight calls it; I just call it high bass. From regular tuning just crank the low string up to A.
I think Dwight makes this distinction because Sherman Hammons showed it to him coming from cross tuning (high bass/high counter--AEAE) and told him it was important to let that string (the 3rd string) down for this tune (whereas most folks, including Burl Hammons, play the tune in cross).
