To be precise, Mike Morhaime (President of of Blizz) stated that December is definately their goal, but if more work needs to be done to make the game perfect, then that is their first priority and will do so. So as it stands, it's a "Maybe".

@carl7707 Blizzard have never issued a release date. Any release date you've seen will be have stated by a retailer who do that to help them secure pre-orders.
