"Liberty City Stories: Niko Bellic" follows the story of Niko Bellic, an illegal immigrant and veteran of the Bosnian War. After persuasion from his cousin Roman who immigrated to America years prior, Niko leaves Eastern Europe to come to Liberty City, where he hopes to forget his criminal past and pursue the American Dream.

Yes, they are technically cousins, but the "brothers" part refers to their emotional connection to each other. Much like how your friend can be your "brother". It's also the same title as this chapter in the game.
