that queen cage is trying to do the same thing to everyone i think. And don't worry about the accidents. I've lost pack of bees while they swarm (they just escaped), then had to apologize from the entire village people one by one.
There is a tool called 'Mechanics Fingers' which automotive repair technicians use. It would be a very handy tool for you to use. It could have grabbed the queen cage for you inside the package box. Any discount auto parts store should carry them.

Stephanie, I like the way you never gave up in trying. Smart placing those cloth handles on your top bar. I wonder if securing the metal tab that is holding the queen cage in place, with duct tape would help. That way the queen cage will not fall into the package bees. Then after removing the syrup can, placing the cage inside the top bar hive. Shake as many into the hive, then place the box opening down into the hive, place as many of the other top bars in place, and cover like Mike said.
