To unlock outfit B, you need to perform really quick races in each of the 32 races. On each of them you have a basic ghost. Then when you perform a certain time (much better than the basic ghost's!! beating him is NOT enough!!), you unlock the super ghost. Unlock this one is enough, you don't need to beat it!
Unlock times are available on mariowikidotcom. The table there is completely reliable and accurate. So enjoy!!
