Hello, it is not. Some UI libraries are using Neoforce Controls assets, including DigitalRune.
Neoforce Controls was developed from the scratch without 3rd party libraries.

The last build contains new MainMenu control supporting all kind of input (Mouse, Keyboard, GamePad).

Amazing! Is it possible to create main menus for xbox360 games? And is it allowed to use it in XNA Community Games?

Hello, the MainMenu control is not finished yet. Only ContextMenu is available at the moment. You can use this library in you community game - it is not considered as a middleware.
