GoldenEye was released on August 25th 1997
Fallout released soon after in September 30th 1997
As for in-game time: Goldeneye sets Bond in 1986 wearing the watch, while the first Fallout sets you in 2161 wearing the Pip-Boy 2000 (give or take a couple of years considering it is pre-war technology)
