  • it's lig. cricothyreoideum ... it's not a membrane...

  • Close, but no cigar.

    The webby stuff at the top is the thyrohyoid membrane, which connects the hyoid bone (the white at the top) to the thyroid cartilege (the blue cartilege you identified correctly).

    Below that, you've got cricoid cartilege, and the membrane there is called the cricothyroid membrane; the cricothyroid muscles (lateral and oblique) are actually on the side.
