You need a lot of energy to distill water and the price per liter will be high. The money is better spend in finding places with accessible ground water and sink boreholes. In places where there are only access to surface water, you can make sand filters. Where the technology permits it you can also use ultraviolet light treatment to kill the germs.
How are u going to heat the heating chamber? Not using electricity (that hardly exist)I hope, nor gas as there currently isn't any locally mined, therefore unviable. Is it simply solar, and would this be efficient enough all year and night time?
