Trust me, the anime IS just like that. I'm 10 episodes in and it just gets worse synchro-wise (and everything-wise, mind you!).

0:38 -> When I saw this scene in episode 3 I came to the unchangeable conclusion that Musashi's animation is unparalleled in badness. Just look at Desperado's left arm. Oh my goddie.
School City Valanoir was a strong rival for Worst Animation Ever earlier, but not anymore.
