CORRECTION: GAY MEN are NOT giving HIV to Black women. Dishonesty and deceit is. The black male community whether out as gay or on the DL (or even straight) is gonna have to step up and speak out about taking responsibility and using protection, just like the white gays have been speaking out to other white gays about wising up and wearing a condom since the 80's.
