The government doesn't care about the people. Their intention is to sell everything they can to China and take everything they sell for themselves. While China on the other hand need resources so they take them from Burma and protect Burma's government from foreign countries. If the government is overthrown, China will lost it's resource country so they in turn hide the rottenness of Burma's government from foreigners' eyes.
