The Kerry Lugar Berman Bill of 2009 was designed to facilitate development projects, and win hearts and minds in Pakistan. However, many experts, including Malou Innocent of the CATO Institute, say that results have been mixed. However, Daniel Cutherel of the Center of Global Development says that he is hopeful the program will begin to produce results, especially since there is greater focus on things like the energy sector. Cutherel says although procedural issues have slowed down disbursement of the aid, the real roadblocks have been the security situation, and the tensions in US-Pak relations. These tensions have caused many in congress to question the wisdom of the aid as well. But Malou Innocent says she doesn't expect it to be cut.
