Does anyone know exactly when this was recorded? I'm guessing sometime in the late 80s or early 90s.

I'm guessing it was recorded around 1994 time, at a guess, but I don't know for definite.  I'll see if I can find out, unless anyone can offer the answer?

Just hope all the people who had the original copy of this (had to remove to re-upload to stop the stuttering play back) find this again.

This was from a series of shows Tom Jones did on VH1 and ITV in 1992, called Tom Jones: The Right Time, with different musical artists. There were six shows altogether, 30 minutes each, showing a spotlight on a different musical genre. The one that featured Daryl Hall, was called "Blue Eyed Soul". I've been looking all over for videos of that series. It was epic.

@jaspermatty "underrated"? "cheesy"? Hall & Oates are the most successful music duo on history! Plus, Daryl's considered one of the best blue eyed soul singers of his generation. And their 80's song were to me some of the best from that decade, just because they had the 80's sound doesn't make them cheesy. Consider the lyrics, for example, H&O are in the Songwriters HOF. Everything you said was wrong, a Lot of people have and do realize that H&O are some talented guys, even in the 80's!!
