Actually, the military personnel (mercenaries) are mobile. just select them and right-click on an area to move them there. :)

The thing I love the most are the cutscenes. I've given up playing the game, it's just too hard to beat even a 2000 points campaign. The guy who realized 44 years later that his pigeons were cooked by his grand-parents made me rofl ^^
