You need to compile the cupcake source code on a Linux box. Search for "Android Source" and you'll get the page with all the really complicated instructions.

How do they do that on their computer? Is it cause they're a developer or something?

I'm using the Android SDK. You can download it for free. (google it)
Its meant for developers, but the emulator is great for trying out android on your PC. Open the tools folder and run "emulator.exe"
