It's just El Fuerte's theme in SF4. I've been using SF4 music for this whole series.

So once you kill Rose with a Light attack and use a super post-mortem, would you keep the meter for the next round?

Yeah if you ever manage to get super after KO, it doesn't drain your meter. It's incredibly difficult to do with Gief but if you want to see it for yourself, try canceling a slow special like Dhalsim's HP Yoga Flame.
