The flashing yellow arrow turn signal sequence shown in this video is like those being installed at some intersections with traffic signals in Bellevue.
The flashing yellow arrow and the steady yellow arrow are not allowed to be in the same lens. The visible movement from lens to lens is a necessary indication that the signal is changing.
The purpose of the flashing yellow arrow is to save gasoline, by allowing turns at more times, and by allowing two way signal synchronization on more two-way streets.
The important difference between the flashing yellow arrow and the circular green is the message shown to drivers who are NOT turning left.
The circular green allows ALL movements to move. The flashing yellow arrow does not.
This video sequence does not show the case where the flashing yellow arrow is flashing while the circular indications are red. This allows permissive left turns across oncoming traffic while the oncoming left turn has a green arrow.
@fgossage If the person was too stupid to learn their rules of the road, then they will fail to learn how to read the flashing yellow as well. In the mean time, the flashing yellow will only confuse an entire generation of good drivers. It's confusing and ill-advised. If a driver hit me because of this new confusing signal, I'd sue THE STATE, not the other driver.
@JetMechMA You may know it, and I may know it... but decades of investigations into deadly left turn accidents have shown that the driver turning left saw the circle green and just assumed he or she had the right of way... even though there was a sign saying he/she didn't. The flashing yellow is just like a flashing yellow circle. It means yield=caution. Yellow means caution... All the arrow means is use caution for that movement. Most people not understanding this on the highway don't want to.
Is this a joke? That's WAY too complicated. All that's needed is a green turn arrow, period. If the intersection allows cars to turn left during a green, then the arrow should go dark and the light switches to a solid green. That's the way it's always been done and from driver education training, we know that turning left at an intersection on a simple green is unprotected and at your own risk. That's the way it should stay.
