I used to work for America West Airlines which has merged with US Air. They outsource maintenance to Costa Rica. It has been found that Southwest also outsources. Safety isn't as important as quality when they are trying to make a dollar.
They are required by law to conduct and pass these inspections, I don't think they should be allowed to appeal. Sure they are having financial trouble, but that's no excuse for being negligent.
