This was a staged flood a choice made by the Arkansas city council and city employees to secure other portions of the city for favouritism. Deleting my comment only proves how dangerous it is to live in Arkansas city. YOU DON'T SAY TOO MUCH! The city was accuse by hundreds of residents and prominent business people of intentionally breaching the levies. I know because I attended the meetings. Arkansas city blamed the flood on a Native American group. Only the poor were driven out by the city.
