Here's a tip. Move around in the forest without making the leaves move, and the ragtimer will show up almost every time. You have to make extremely tiny moves, and I think it works best in the middle of the forest that you're in.

the Pop Quiz Ragtimer i believe pops up near certain cities over the course of the game i can't remember the locations but he does change areas often if you answer correctly
