yeah it looks like it tried to lock you into position to man it, but the manning isn't currently fully in effect. You're in a state as if it thinks you already tore the turret off. Thats why it ran out of ammo. I'd really like to see what led up to that situation. If you perhaps got on it and tried to tear it off at the same time or what.Have to admit haven't had movement lock problems like this yet. Looks like something that happened frequently allot more in the first Gears of War game.
