that's an emergency thoractomy ( anterior thoractomy), which means , opening the chest from front up to half way to the back. used to control ongoing bleeding,

Jeez, read what he writes, thoracotomy is not the same as tracheotomy.
Its a surgical manouver done to access the thoratic organs, and can sometime be done by emergency doctors (like in the video it seems).
