I don’t think you would want to be hassled by the cops once a week just because you were talking to neighbor on the side walk. For no other reason than you standing there you get two cops doing pat down on your private parts. You would get upset and want it to stop. You would want to know why you had to go into your home because there is NO LAW that says you can’t be outside.
