@Maverick22X it happens mostly with CRT style tvs and monitors it is the frame rate mostly but you can film a lcd monitor/tv and get no flicker.

because every normal camera pointed at a tv records the bar.

look up how a tv image is created and you might understand that it's normal to see the picture being built up.
