The army has a study guide on the Constitution, kind of like crib notes for the troops. Interesting that the 4th amendment is here pared down to "the right against unreasonable searches and seizures," with no mention of probable cause. It's no wonder then that former general, now CIA director, Michael Hayden thinks there is no constitutional violation to conducting warrantless surveillance on American citizens suspected of terrorist ties. It's not "unreasonable" to do that they say and to have to show probable cause to a judge in order to get a warrant is too burdensome and ineffective. This lack of understanding of the purpose of checks and balances in the Constitution is metaphorically represented in the video by an icebreaker ship being tossed and turned by the open sea now that the ice has all melted.
