A group of Hmong who returned from Thailand last year and are now living in Phalak, a resettlement village in Kasy district, Vientiane province, are getting involved in provincial development projects.

The plan targets six villages for development, including Phalak village.

Since it was established as a resettlement area, the government has improved basic infrastructure, building paved roads and
gravity-fed water systems.

"The government has spent a large sum of money on developing the resettlement village," said a member of the village development committee, Mr Siphanh Khounsy, last week.

He was speaking during a two-day working visit to the development area by a delegation led by Deputy Minister of Education Lytou Bouapao.

To lead residents in developing the village, some 39 government officials, including three medical staff and two teachers, have been sent to work there.

Because the village is part of the province's development focus, another 39 Hmong families who were previously engaged in shifting cultivation in Maed district joined the 11 returning families, bringing the total number of residents to 326.

Mr Siphanh said that even though all school-aged children were enrolled in the local school, the Lao government plans to build
another primary school in the village.

Once the school is complete, children in the second to fifth years of primary school next academic year will not have to travel the three kilometres to neighbouring Pounglak village.

The villagers are now changing their long-term habits, including hygiene and sanitation, thanks to awareness-raising campaigns by medical officials. These campaigns have focused on eating habits and
new crop-planting techniques to replace shifting cultivation.

The villagers are now clearing their farmland with the help of two tractors provided by the government.

"Villagers are keen to grow crops and enlarge their houses, which were initially built by the government," Mr Siphanh said.

District Chief Soulisack Asakitikoun said the district authority has allocated more than half a hectare of land to each family, and a new irrigation system is now 95 percent complete.

"As soon as it's finished, we'll send agricultural staff to give locals advice on planting techniques and distribute seeds," Mr Soulisack said.

Apart from farming, locals can also catch fish in nearby rivers to enrich their diet.
The government plans to build 40 more houses to accommodate any additional groups of Hmong migrants returning to Laos.

It also plans to extend a 3-km electricity network from Pounglak to Phalak resettlement village in the near future, said Mr Soulisack.
