It sounds to me like it is saying "Step in closer" which would make sense if they were standing by a ledge...

I belive it says "the victim" there is alott of creepy happenings there i live 15 mins from the destination and have always felt a darker pressence there also my jeep would get things thrown at it when id be parked perfectly still all i have to say if your visiting is to have company an resist all bad "urges" ive also recently discovered that if you respect the land you may be rewarded by the native spirits

I think it said "come closer" im no expert but thts my opinion, also i live near part of the free town forest and have been recently wanting to go experience it for myself

@sweetReaper nvm while listening to it slowed down the first word is too hard to make out and the second sounds like it could definitely be "being"... so "___ being tough"
