This is a classic segment from the 80's show Night Flight. Back in the days before YouTube, this was probably one of the few outlets for amateur filmmakers to get national exposure.

According to Wikipedia the show's creator has acquired to the rights to all the old episodes and we may see Night Flight on the T.V. and internet soon. I can't wait. This brings backs memories of staying up very late to watch the coolest things you could'nt find anywhere.
Night Flight! This show just was the coolest thing in existence back in the '80s. Freaky sh-- playing until 2 o clock in the morning. You didn't need drugs to enjoy this show... but it helped...
The full film's English title is The Mascot, The Devil's ball is a dream sequence in the middle but it is long about 12 minutes. The rest of the film is good, containing some live action of the film maker's daughter, but it doesn't have the energy of dream sequence. It was available on a DVD titled Cameraman's Revenge and Other Fantastic Tales (all works by Starewicz) but it looks like now it is only available as a download.
Also, I think that what you saw on "Weird Cartoons" was an excerpt from the 1930 Charley Bowers short "It's a Bird" (a junkyard employee goes to Africa to find a metal-eating bird to help eat some of his scrapmetal). If you don't already have it, please check out the Lobster DVD of Charley Bowers. It represents an *almost* complete collection of his extant work.
