First you can't tell me the other 674 people just stood there and did nothing
It's more likely they didn't get a life vest for other reasons; instead of dieing quietly in honor for the nation instead they decided to propagandizing religion since they knew they were going to die anyhow. It's really no different than flying a jet into a twin tower and screaming "allah akbar!"
