That is called a chariot race not involved in championship racing that is UCI's decision. You might think it is easy to ride slow but it takes a lot of energy.

Because the guy behind would just draft the whole way and outsprint the other at the end. Being in the draft requires 40% less energy. If they didn't do the trackstands, it would just be a time trial.
