I think by Guy Fawkes being caught, the Gunpowder Plot was made more significant. Had he succeeded in killing those in the House of Lords, Fawkes would have been captured and treated the exact same way, but at the same time the government would also issue out propaganda, and make him look like an insane terrorist. By failing, he sent the same message while sparing how people view him.

Whether or not he was ratted out, the only course of history that would've been changed would have been many people killed and injured from the blast. The culprits responsible would've been rounded up and treated the same regardless, because they were a group of minority.
