Scene (Pokemon Platinum Nintendo DS via No$GBA Emulator on PC):
Before I recorded this, I've beaten Barry with my main Pokemon, Infernape Lv.100. Then I accessed Bebe's PC to deposit all my Pokemon's (Infernape, and some HM users) and withdraw ONLY Togepi Lv.1. Now, to make sure this is INDEED Togepi Lv.1, I navigated you through the stats. See that I got rid of all my Togepi's basic moves (Growl and Charm) and taught her 4 powerful TM's - Shock Wave, Flamethrower, Secret Power, and Psychic.
1. Elite Four Aaron
I used fire type move, Flamethrower, that is obviously "super-effective" against Aaron's bug Pokemon's. Level progression here: Lv.1 - Lv.13 - Lv.17 - Lv.19 - Lv.21 - Lv.23. Togepi evolved into Togetic at the end of the battle.
2. Elite Four Bertha
I randomly picked a move, Secret Power, to take on Bertha's ground Pokemon's. It seems to be "not very effective" on Golem and Rhyperior, but it's OK (I'll tell you why in a moment). Level progression here: Lv.23 - Lv.24 - Lv.26 - Lv.27 - Lv.28 - Lv.29
3. Elite Four Flint
I picked Shock Wave this time. It's pretty much neutral against Flint's fire Pokemon's. Neither "super-effective", nor "not very effective". Level progression here: Lv.29 - Lv.30 - Lv.31 - Lv.32 - Lv.33 - Lv.34

If you wonder how Togepi Lv.1's Flamethrower could possibly knock down a Lv.49 Pokemon, while all the stats confirms that she's still a baby... here's how:
I created my own Pokemon Platinum cheats that boost all the in-battle stats to 65,000(!). Yes, 65,000... not 255, not 350, and not even 999. That's why when I show you the base stats before the battles, they didn't show. The game apparently saves in-battle stats in a different memory address than the base-stats.
This makes even a Lv.1 baby Togepi more powerful than 100 Giratina's - COMBINED! With 65,000 points for each in-battle stats (ATK, DEF, Sp.ATK, Sp.DEF, and SPD), no Pokemon can stand against her attacks. Even when the screen says "It's not very effective...", your opponent WILL go down for sure (exception is if the move type doesn't affect the Pokemon's characteristics in the first place, like: Earthquake to Fly-type, etc.)
Note: I edit most of the level-up parts so the video can fit nicely into 10-minute limit on YouTube.
