A Little Less Conversation: From Non-Verbal to Hella Verbal at Venice
Beach
In January, 2006, the Los Angeles City Council issued its most
comprehensive set of regulations governing the vendors and performers
who make a trip to Venice Beach so memorable. The council declared that
space on the popular Ocean Front Walk had for too long been informally
arranged, resulting in ugly confrontations between competing parties --
and frequent intervention from law enforcement.
City Attorney Rockard Delgadillo wrote, "The Boardwalk became a place
where only the strongest and earliest arrivals could secure space to
exercise their rights of free expression without threat of intimidation."
Still, even with assigned territories and a strong permitting system,
Boardwalk space remains vaguely defined. It is up to street performers
to rely on common sense and camaraderie to guarantee each other room to
work their craft for a paying audience.
Some days, that doesn't work out.
