Vacant houses are worse because you don't know, and have no way to actually verify, if occupants are inside, ( depending on the involvement) unless you can get a complete 360 assessment. So, saying that, I feel that a certain risk should be made...again, depending on how well a 360 can be made.

I love the way he said "Well Involved", like he was shocked to see that amount of fire on arrival. Balloon Frames are dangerous. We have a lot of them where I volunteer on Long Island. Vacant houses aren't worth risking us. There's that word again...RISK vs benefit
